Whelp, you don't. The collective unconscious has absorbed more than 70 years of fear mongering and fear stories. Acid in your spine driving you insane? Cannabis causing schizophrenia? Acetylsalicylic acid tolerance leading to use of harder drugs?
Well the last one is true.
Medicinal use is a great argument, but ultimately avoids the important issue.
Freedom to do whatever you like with your own body.
Which we have by the by, but we don't have the ability to posses dried flowers and chemical compounds that react with our bodies. Why? I am not really sure.
Stealth legislation might work, bury it in rhetoric regarding police protection and better use of resources and you might well find yourself in luck.

Democracies are only as strong as their weakest participating member.
Reduce those participating or make them stronger then.
